Education/Profession : Graduated in Law from the Complutense University in Madrid. State Inspector of Finance.

Political experience : General Secretary of Alianza Popular in Logroño (1979). General Secretary of Alianza Popular (1982-1987). Member of parliament for the constituency of Ávila from 1982-1987. Regional President of Alianza Popular for Castile and León. National Vice-President of the Partido Popular (IXth National Congress, January 1989). President of the Autonomous Community of Castile and León for Alianza Popular (June 1987/September 1989). Elected candidate for the Presidency of the Government for the Partido Popular (4th September 1989). National President of the Partido Popular, elected at the Xth National Congress and ratified at the XIth National Congress. Mariano Rajoy Brey - First Vice President

Born : in Santiago de Compostela (Galicia) on March 27, 1955

Education/Profession : Graduated in Law from the University of Santiago de Compostela. Property registrar.

Political experience : Vice President of the Regional Junta in the Party, President of the AP in Pontevedra and President of the Local Junta. In the Autonomous Elections in Galicia in 1981, he was elected as an autonomous member of parliament. Director General of Institutional relations in the Xunta de Galicia. During the VIIIth Extraordinary National Congress, in February 1987, he was elected as a member of the AP Permanent Commission. Elected a National Member of Parliament in 1986, a position which he renounced in order to occupy the Vice Presidency of the Xunta de Galicia in November 1986 until the end of September 1987. Since January 1989, the date of the IXth PP Congress, he has been a member of the Partido Popular National Executive Committee. At the present time, he is Deputy General Secretary of the Partido Popular. A National member of parliament for Pontevedra in the Vth and VIth Legislatures. Appointed Minister of Public Administrations on 5th May 1996 until January 1999. Minister of Education and Culture from January 1999 until April 2000. Rodrigo de Rato Figaredo - Second Vice President

Born : in Madrid on 18th March 1949

Education/Profession : Graduated in Law. Master in Business Administration, University of Berkeley (California).

Party : PP (Partido Popular / People's Party)

Political experience : Member of the National Executive Committee of AP (1979-86). Co-founder of the Economy Commission of AP in 1979 and spokesman for the Economy (1984-86). Assistant General Secretary of AP (1983-86). Member of Parliament for Cádiz in the Second Legislature. At the IXth Party Congress, he was elected assistant general secretary and the person responsible for the Electoral area. National Member of Parliament for Madrid and spokesman for the Grupo Parlamentario Popular in Parliament in the IVth and Vth legislatures. Member of Parliament for Madrid in the VIth legislature. Vice General Secretary of the Partido Popular since the XIIth National Congress (February, 1996). He was appointed Second Vice President of the Government and Minister of Finance on 5th May 1996.

1996 was appointed second vice president of the Government and Minister of Economy and Finance until March 2000.

Miguel Arias Cañete - Minister of Agriculture, Fisheries and Food

Born : in Madrid on February 24, 1950

Education/Profession : He studied at the university of Madrid and at Trinity College in Dublin. He is a State lawyer by profession. Linguist, speaking English, French, German and Italian, he is considered an expert on European affairs.

Political experience : Member of the Andaluz autonomous Parliament between 1982 and 1986. Senator for Cádiz constituency in 1982. Chairman of the Senate Committee on Budget. Member of the European Parliament from 1982 to 1999. Member of the Parliamentary Committees on Fisheries, Agriculture, Budget and Regional Policy. Chairman of the Committees on Fisheries and regional Policy in European Parliament. Federico Trillo-Figueroa Martinez-Conde - Minister of Defense

Born : in Cartagena (Murcia) on May 23, 1952

Education/Profession : L.L.B from the University of Salamanca and Ph.D in Law from the University Complutense in Madrid. Attorney at the Privy Council, with the best classification from his promotion, from 1979, and Lawyer called to Madrid's Bar since 1980. Member of the Armed Forces' Legal Corps, with the best classification from his promotion, from which he resigned with the rank of como Commander Officer in 1989 for incompatibility with his political activity.

Political experience : 1983 chairman of the Grupo Parlamentario Popular. 1986 technical general secretary of the former group, as well Representative at the Constitutional Court. In November 1986 elected as secretary for investigation and programs of thepartido de Alianza Popular and member of its Executive Board and its National Directory Board, also elected chairman of the National Committee for Justice. Member of the National Executive Board and the PP National Directory Comission since September 1987. Member of the National Parliament for Alicante ;constituency by the Grupo Popular since 1989. From 1989 to 1990 was general coordinator for the refoundation of the Partido Popular and deputy secretary general of the PP. Nationa member of Parlimanet for Alicante constituency in the IV, V, VI and VII Legislatures. In the IV and V Legislatures he served as vice president of the Deputies' Congress. From 1991 to 1996 was PP spokesman on Justice and Constitutional Law and representative at the Constitutional Court. Second Vice president of the House of Congress of Deputies during the V Legislature. During the VI Legislature (1996-2000) held the post of chairman of the Congress of Deputies and of the General Assembly. Minister of Defense since April 28, 2000.

Eng.Francisco Álvarez-Cascos Fernández - Minister of Developement

Born : in Madrid on October 1, 1947

Education/Profession : Civil Engineer.

Party : PP (Partido Popular / People's Party)

Political experience : Joined the Reforma Democrática in 1976 and the Alianza Popular. He was a member of and spokesman for the Gijón Council between 1979 and 1986, county councillor and regional adviser of the Pre-Autonomous Body. President of the Tourist and Sports Commission of the County Council. In October 1982, he was elected senator for Asturias, a position which he combined with that of spokesman for the Grupo Popular in the General Junta of the Principate of Asturias from 1983 onwards. In 1986 he was elected representative for Asturias. After the VIIIth National Congress of Alianza Popular, he became a member of the National Executive Committee. At the IXth National Congress, he was elected General Secretary of the Partido Popular and was confirmed in this post at the last three national congresses of the PP which took place in Seville (1990) and Madrid (1993 and 1996). A National Member of Parliament for Asturias, re-elected in 1989, 1993 and 1996. He was appointed First Vice President of the Government and Minister of the Presidency on 5th June 1996.

In April 2000 appointed Minister for Development.

Pilar Del Castillo - Minister of Education, Culture and Sport

Born : in Nador (Northern Morocco) on July 31, 1952

Education/Profession : L.LB and Ph.D in Law from the University Complutense de Madrid. Had a becaria Fulbright scolarship and received a máster's degree in Political Science from the Ohio State University. Was university professor of Constitutional Law and Politcal Sciences in the Faculty of Political Science and Sociology of the UNED.

Political experience : Appointed minister of Education, Culture and Sport on April 27, 2000.

Note : Head of a Review, about Politics, Culture and Arts and is a member of various national and international associations of Political Science and Sociology. She is a expert in political parties and election behaviour. She published quite a few works about those themes.Since May 1996 was chairwoman of the Center for Sociological Research.

Jaume Matas I Palou - Minister of Environment

Born : in Palma de Mallorca (Balearic Islands) on October 5, 1956

Education/Profession : B.Sc in Economic Science and Business Management from the University of Valencia. Head of the Treasury of the Autonomous Comunity of the Balearic Islands.General manager of the budget at the Economic Council of the Balearic Islands between 1989 and 1993. Advisor on Econmy and Finance for the Balearic Islands between 1993 and 1996.

Political experience : Member of the Balearic Parliament since May 1995. President of the Autonomous Comunity of the Balearic Islands from 1996 to 1999. National member of Parliament for the Balearic Islands by the Partido Popular in the VII Legislature. Appointed minister of Environment on April 27, 2000.

Dr.Cristóbal Montoro Romero - Minister of Finance

Born : in Jaén (Andalusia) on July 28, 1950

Education/Profession : Ph.D in Economic and Business Science. University professor of Applied Economy (Public Finance and Taxation Law) at the University of Cantabria and professor of the CEU-San Pablo. Was also an assistant professor of Public Finance at the Autonomous University of Madrid.

Political experience : Member of the Directory Board of Economists. Nationa Member of Parliament for Madrid by the Grupo Popular in the V and VI Legislatures, national member of Parliament for Jaén in the VII Legislature.Since May 1996 was Sate Secretary of Economy. Appointed minister of Finance on April 27, 2000.

Note : Member of the Comission on Finance, Taxation, and economic conjecture of the CEOE and of the Directory Board of the Spanish Association of Finance Executives.

Josep Piqué I Campos - Minister of Foreign Affairs

Born : in Vilanova i La Geltru (Barcelona) on 21st February 1955

Education/Profession : Graduate in Economic Science and Business Administration, with an Extraordinary Prize, from the University of Barcelona. Graduate in Law. He has given lectures in Economic Theory in the University of Barcelona, advised the Catalan Government on the Mixed Commission on Evaluation and worked in the Study Service of the Pension Fund. President of the Grupo Ercros since 1992. He has held different positions as a director in this group since 1989. President of the Economy Circle in Barcelona since July 1995.

Political experience : Director General for Industry in the Generalitat between 1986 and 1988. Appointed Minister of Industry and Energy on 5th May 1996. Minister of Foreign Affairs since

Celia Villalobos Talero - Minister of Health

Born : in Málaga (Andalusia) on April 18, 1949

Education/Profession : Expert in Labour Social Relations.

Party : PP (Partido Popular / People's Party)

Political experience : Member of the National Directory Board of the Alianza Popular since 1982. Was vice chairperson and spokeswoman of the Social Policy Committee in the Congress of Deputies. Responsible for sector Relations in the Alianza Popular from 1983 to 1987. Since the IX Congress of the Alianza Popular , member of the National Executive Comission. National member of parliament for Málaga constituency in the Congress of Deputies during the Vth Legislature and spokesperson of the Grupo Popular of the labour Committee in the Congress of Deputies. Member of the European Parliament since June 1994 and chairwoman of the Employment Committee in the European Parliament. A national member of parliament in the VI and VII Legislatures. Jaime Mayor Oreja - Minister of Interior

Born : in San Sebastián on 12th July 1951

Education/Profession : Agricultural Engineer.

Political experience : He joined UCD in 1977 where, among other positions, he became General Secretary for Guipúzcoa and Assistant Secretary for International Relations. Adviser on Tourism in the Pre- autonomous Government of 1990. Member for Guipúzcoa in 1980. In 1982, he was appointed Government representative in the Basque Country. In 1984 he was the Coalición Popular candidate for Lehendakari in the Basque Autonomous Elections. During the 1984-1986 legislature he was the spokesman for Coalición Popular in the Basque Parliament. In 1989 he was appointed political manager of the campaign for the European elections by the Partido Popular. In 1989 he was also appointed President of the Partido Popular Management in the Basque Country. A Member of Parliament for Vizcaya in 1989. He renounced his seat in order to stand as the Partido Popular candidate for Lehendakari in the Basque elections of 1990. Member of the National Executive Committee of the Partido Popular. President of the Partido Popular in the Basque Country. Partido Popular candidate for Lehendakari in the autonomous elections in the Basque Country in 1994. He has been President and spokesman for the Partido Popular in the Basque Parliament. Appointed General Vice Secretary of the PP at the XIIth National PP Congress (February 1996). National Member of Parliament for Alava in the VIth Legislature. He was appointed Minister of the Interior on 5th May 1996.

Ángel Acebes Paniagua - Minister of Justice

Born : in Avila (Castille) on July 3, 1958

Education/Profession : L.LB degree from the University of Salamanca. Lawyer.

Political experience : Mayor of Ávila from 1991 to 1995. Senator elected for por Ávila constituency in Legislatures IV and V. During the IV Legislature was spokesman of the Grupo Popular on the Constitutional Committee. Member of PP 's National Executive Comission. Was spokesman of the Grupo Parlamentario Popular in the Senate (1995-1996). Member of Parliament for Ávila constituency during the VI and VIIth Legislatures.General Coordinator of the Partido Popular. From January 1999 minister of Public Administrations. Juan Carlos Aparicio Pérez - Minister of Labor and Social Issues

Born : in Burgos (Castille) on April 20, 1955

Education/Profession : B Sc in Chemical Science from the University of Valladolid and technical in Business administration..

Political experience : Member of regional parliament of Castilla and León, vice chairman of Castilla and León Assembly and adviser to the Local Government and Presidency. Chairman of the Partido Popular de Burgos. Deputy to the Congress for Burgos during the past 5 Legislatures, was second secretary of the House of Congress and the Permanent Deputies'Committee, and spokesman of the Grupo Popular on the Rules, and Social Policy and Employment Committees. A member of the National Executive Comission of the Partido Popular. In May 1996 was appointed State Secretary for Social Welfare and since February 2000 is minister of Labour and Social Issues.

Jesús Posada Moreno - Minister of Public Administration

Born : in Soria (Castille) on April 4, 1945

Education/Profession : Engineer, from the Politechnic University of Madrid. BSc in Economic Science from the University Complutense in Madrid. Senior Officer of the Higher Corporation of the State Administation managers since 1974.

Political experience : Deputy technical secretary general of the Ministery for Public Works, from 1976 to 1979. Civl Governor in Huelva, from 1979 to 1981. General Manager of Transportation, from 1981 to 1982. Attorney General in the Courts of Castilla and León, from 1983 to 1993. Advisor in development of the Assembly of Castilla and León, from 1987 to 1989. Chairman of the Assembly of Castilla and León, from 1989 to 1991. Senator for the Autonomous Comunity of Castilla and León and chairman of the State Budget Committee, from 1991 to 1993. From 1993 to 1996, member of parliament for Soria constituency and spokesman on Infrastructures of the Grupo Popular. From 1996 to 1999, member of Parliament for Soria,constituency, chairman of the Committee on Infrastructures in the Congress and spokesman on water issues for the Grupo Popular.A national member of parliament for Soria in the VII Legislature. Since April 1999 was minister of Agriculture, Fisheries and Food until April 27, 2000, when he was appointed minister of Public Administrations.

Dr.Anna María Birulés Bertrán - Minister of Science and Technology

Born : in Girona (Catalonia) in June 1954

Education/Profession : Doctorate in Economic Science from the University of Barcelona, (honors cum laude). Doctorate studies in Berkeley University (California). Served in various posts inthe Board of Councilors to the Industry of Cataluña. General manager for commercial Promotion and of the Centre of Information and Business Development (CIDEM) of the Council of Cataluña. Chaiwoman of the consortium for the Commercial Promotion of Cataluña and of the Catalan Company of Venture Capital (Sociedad Catalana de Capital Riesgo). In 1995, appointed general secretary of the Bank of Sabadell and member of its executive committee. Advisor of Solbank SBD, Sistema 4B and Sociedad Rectora de la Bolsa de Valores de Barcelona.Since Octobre 1997 was general manager of Retevisión broadcast.

Political experience : Appointed Minister of Science and Tecnology on April 27, 2000.

Pío Cabanillas Alonso - Minister Without Portfolio (spokesman)

Born : 9 December 1958 in Madrid

Education/Profession : L.LB degree from the Center of Universitary Study (CEU), masters in Law and Diplomacy from The Fletcher School, in Medford (U.S). Lawyer to the General Direction for Competition in the European Comunity, with seat in Brussels. Attorney general delegated to International issues in The News Corporation Limited. Manager for the Organization and Development of the Television division and cinema Cine for PRISA holding. General Manager of Sogecable. Manager for the development and International Relations of PRISA holding. Since November 1998 was general manager of the group Radiotelevisión Española.

Political experience : Appointed minister spokesman of the Government on April 27, 2000.

Adolfo Menéndez Menéndez - Deputy Secretary to the Ministry of Development

Born : en Gijón, Principalty of Asturias, on February 11, 1958

Education/Profession : B.L L degree from the Autonomous University of Madrid (1975&endash;1980) Stae Lawyer following admission examination (promotion 1984). Speaks French and English. Lawyer ot the State -Head of the Finance Delegation and to the Court of Toledo, then to Legal Council of the Ministeries of the Presidency and Health. In 1988 joined Ernst and Young whose Juridical and taxation department he was a partner from 1991 to 1996.

Political experience : In May 1996 appointed Deputy secretary of Defense, and until May 2000 he was a member of Minister Eduardo Serra's staff and reponsible with projecting and leading forward the legislative reforms and managing the vocational training of the Armed Forces.Since May 2000 he is Deputy secretary to the Ministery of Development.

Pedro Morenés Eulate - Secretary of State for Security in the Home Office

Education/Profession : Graduate of Law and qualified in Business Management, Financial Law, European Studies, and in the School of Legal Practice ; Master's Degree in Ship Management & Economics. Lawyer. 1979 Practising lawyer. 1984 Member of the Legal Practice of Maritime Lawyers AMYA, in Madrid. 1988 Corporate Lawyer at Astilleros Españoles, S. A. Responsible for the Area of International Contracting. Secretary of the Board and Secretary for Legal Matters at AESA and ASTANO. 1991 Director of Legal Services for the Naval Construction division of the Instituto Nacional de Industria -INI (National Institute of Industry). 1994 Sales Manager of the Naval Construction division of the INI and member of the Management Committee.

Political experience : 24.05.1996 Appointed Secretary of State for Defence. 05.05.2000 Appointed Secretary of State for Security in the Home Office.

Note : During 8 years he was the Dean of the Faculty of Political Science and Sociology in the University of Granada and, also, repeatedly member of the Chapter of Granada University and of the Assembly of the Government as a representative of the professors.
