Lecturer entrusted with a post graduation course on "Economy for Engineers", Higher Tchnical Institute. Lecturer for the Physics Desk , while he was completing his fifth year at the Institute and under the aegis of Professor Sales Luís, he obtained a special authorization from the Education Ministry .1973. Senior Technician of the Technic Secretariat of the Preidency of the Council of Ministers ( Central Department for Planning).

Political Experience: MP of Lisbonne since 1975. Minister of Home Administration in 1978, and Foreign Minister between 1983 and 1985. Chairman of PS's Parliamentary Group between 1991 and 1995. Founder of the PS and member of the Polítical Commission. Chairman of the Foreign Commission between 1976 and 1978 and of the National Defense Commission between 1986 and 1991 at the Assembly of the Republic. Dr.Guilherme Waldemar Pereira d'Oliveira Martins - Minister to the Presidency

Born : on September 23, 1952

Education/Profession : B.LL (1974) and M.A (1981) in Law from the Law Faculty of Lisbon University. Chancellor of the department of financial and economic Law from Lisbon International University, since 1987. Legal Consultant to the Ministry of Trade and Tourism (1975-1979) and to the Ministry of Finance (1980-1985). Head of the Cabinet Service for Economic Foreign Cooperation (1985) and of the Genral Direction of Treasury (1986). Deputy Chairman of the National Commission of the UNESCO (since 1989). Member of the National Council of Education.

Rui Eduardo Ferreira Rodrigues Pena - Minister of Defense

Born :on Dec 25,1939, in Moreiras Grandes, Council of Torres Novas

Education/Profession : B.LL. Served in the Attorney general office then as a lawyer in Lisbon ; while a lawyer he stood as a jurist in various Comissions of the Civil Service, be it in Portugal, or abroad notably in Angola and Mozambique.

Political Experience : Following April 25 , he attended the first meetings which led to the constitution of the Centrist Social Democratic Party - CDS, and was called during the last term of 1974 to the Policial Comission.The nomination was then confirmed in a Congress held in Lisbon ; being a representant of the Party he was designated as a member of the National Comission of Elections. He served in the Government as a Finance Minister in the field of Fisheries and in the expected secession of the Bank of Angola ; recently, he was designated as a representant of the Lawyers'Bar in the Work Group on Judicial reform; elected MP to the Assembly of the Republic from Leiria constituency ; Vice-Chairman of the CDS Parliamentary Group ; he published columns and short treatises on commercial and financial law.

Prof.Dr.Nuno Pires Severiano Teixeira - Minister for Home Administration

Education/Profession : PhD in History , specialized in International and Contemporaneous Relations from the European Institute in Florence (1994).Assistant Professor to the Faculty of Sociales and Human Sciences of the Nova University in Lisbon.Guest Professor at Georgetown University, Washington DC. Born : in Lisbon, on November 3, 1949

Dr.António Luís Santos da Costa - Minister of Justice

Born : on July 17, 1961

Education/Profession : BSc in Legal and Political Sciences from the Law Faculty of Lisbon.Post-graduation in European Study from the Catholic University. Lawyer.

Political Experience : 1982/84 - Member of the Directory Board of the Academy Association of Lisbon Law Faculty. 1982/93 Member of the Municipal Assembly of Lisbon. 1986/87 - Manager of the A.A.F.D.L. magazine. 1990/92 - Secretary and Coordinator for the FAUL. 1991 - MP to the Assembly of the Republic. 1993 - Councillor to Loures town-hall. 1994 - Member of the P.S National Secretariat. 1995/97 - State Secretary for Parliamentary Issues in the XIIIth Constitutionnal Government . 1997/99 - Minister for Parliamentary Issues in the XIIIth Constitutionnal Government. Luis Garcia Braga da Cruz - Minister of Economy

Born :en 1942, à Coimbra

Education/Profession : Master's degree in civil engineering from Porto University(1965)where he remained until 1969 as an investigator and a professor. Courses and vocational training at the University of Southampton, in England, and at the National Laboratory of Civil Engineering. From 1972, he was a member of the SEDES directory board - Association for Social and Economic Development. Chairman of the Commission for Coordination of the Northern Region (1986). Chairman of the Executive Board of the Foundation for the Development of Porto Historical Zone (1995/...). Head of the Work Comunity for Galicia/Northern Portugal (1994-1995).

Political Experience : Member of the National Council for Education (1988-1995). Member of the Advisory Council of the Institute for National Defense (1988-1995). Member of the National Commission for the SCIÊNCE Program  (1990-1993). Substitute of Mário Cristina de Sousa auto the position of minister of Economy, he is an independent and chairs the Commission for Coordination of the Northern Region since 1986 and is a newcomer in the government.

Deputy-Chairwoman of the Coordination Commission for the Northern Region (between 1989 and 1992) ; associate teacher (since 1979). Chairperson of the Executive Commission of the Integrated Operation for Development (OID)in Vale do Ave (between 1990 and 1992). Deputy-Chairwoman (with executive duties) of the Industrial Association of Porto (AIP) (between 1992 and 1994). Economic Consultant for private firms. Representant of the Ministry for Planning and Territorial Administration to the Commission for integrated management of the Ave Hydrographic Basin (CGIBHA) (between 1985 and 1989). Deputy Manager of the Project for an Integrated Management of Hydrous Resources in the North (PGIRH/N) (between 1986 and 1987). Deputy head of the Program Investigation on Hydrous Resources management financed by NATO. Co-responsible for the candidacy and financing of the NATO-POWATERS Program. Dr.Luis Manuel Capoulas Santos - Minister for Agriculture, Rural Development and Fisheries

Born : in Montemor-o-Novo, on August 22, 1951

Education/Profession : B.A in Sociology. Specialized in Rural Development. Senior Technician to the Ministry of Agriculture. Director of the Regional Center for Agrarian Reform in Evora (1977/80). Head of Department and Services of the Regional Executive Board for Agriculture in Alentejo (1980/91). He was a promoter of several rural develpoment programs and projects in Alentejo (1980/91).

Political Experience : Councillor to the Town Hall of Montemor-o-Novo (1976/95).Chairman of the Political Commission Concelhia de Montemor-o-Novo (1985/93). Chairman of the PS District Federation of Évora (since 1993). Member of the PS National Commission. Member of the PS Political Commission. MP elected in 1991and re-elected in 1995 in Évora constrituency. Coordinator for the PS to the Parliamentary Commission on Agriculture and parliamentary spokesman on agrarian issues (since 1994). Júlio Domingos Pedrosa da Luz de Jesus - Minister of Education

Born : in Cadima, in 1945

Education/Profession : He completed his studies in Coimbra where he received B Sc degree in Chemicals and taught at the university between 196/68 and 1971/74. He served for thre years in the army in Angola from where he left for the U.K. In 1977 he returned to Portugal, with a doctorate in inorganic Chemical from the University of Cardiff, and resumed his post as a professeur to the University of Aveiro. Chancellor since 1994 and he was elected chairman of the Council of Chancellors of Portuguese Universities Portugaises in July 1998, a post he resigned in January 2001.

Paulo José Fernandes Pedroso - Minister of Labour and Solidarity

Born : on April 28, 1965

Education/Profession : B.A in Sociology, ISCTE, 1987. Certficates for pedagogic and scientific capacity in Sociology, ISCTE. Assistant to the Department of Sociology of the ISCTE.

Political Experience : Assistant to the Minister of Solidariy and Social Security. Member of the Economic and Social Council. Chairman of the National Commission on Minimum Secured Income. State Secretary for Employment and Vocationnal Training in the XIIIth Constitutionnal Government (1997/1999). Eng.José Sócrates Carvalho Pinto de Sousa - Minister of Environment , Territorial Planning and Urban Development
